    First session: an agreement on the vital role of small enterprises .. and the need for financial and technical support









    The General Directorofthe Centennial FundBoard of Directorsand a member Dr.AbdulazizAl-Mutairisaid thatguidanceplaysa prominentandactive role in thesuccess of smalland medium enterprisesthrough thehelppioneerwork onthe establishment oftheestablishment and management ofthe projectsuccessfully.
    Al-Mutairi said who participated inthe first sessionof the forumtitled(the role of thecareand guidance inthe continuation ofthe smalland medium enterprises), chaired bythe Chairman of theIOSaudi banksTalaatHafezthatguidanceis focused onstrengtheningthe skills ofthe entrepreneurandthe transfer of knowledgeto himeffectivelysuccessful.
    Al Mutairi saidthat theextensionis adistinctiveapproach, styleappliedand practicaltipsdesigned toguidetheentrepreneurtoimpartentrepreneurialskillsand the transfer ofknowledge necessaryforthe success of theprojectthroughthe establishment ofeffectiveguidelinesrelationshipbetweenmentorandentrepreneur.
    MutairiInhis definitionofsmall-project asabusiness ventureownedand managed byone or more individualsto make a profitand raise thestandard of living andachieveindependence,adding that heis limitedin terms ofthe target, capital andproductsof the projectand the size ofthe productionandthe number of workersthe market.

    Chief Executiveof the Institute forEntrepreneurshipDr. SherifAbdWahabsaid thatsmall enterprisesstillaccount for84%of the totalnumber of establishmentsin theUK, while themedium-sized enterprisesoccupies13%andthe rest of thefacilitiesdid not exceed3%
    HeAbdulwahhabduring the meetingsaid thatthese facilitieswaitingto adopttheir ideasand refined,training,andassistance in obtaininglicenses,follow-upand guidance, He pointedout that theleadership ofthe Institutehas putitselfto achievethese aspirationsthroughseveralprograms:the will,(entrepreneurs),step,the deployment ofentrepreneurial culturethrough(to identify thebusiness worldKAB.,and thecycleselectyour idea, lectures, meetings,tariff,andincubators).
    He saidthat thegoals ofEntrepreneurshipInstituteis todisseminatethe culture of entrepreneurshipandbuild apositive attitudetowards thepractice,the development ofa national program forentrepreneurshipanddevelopment of small andmedium-sized enterprises..rehabilitation ofhuman cadresspecializedin the field ofentrepreneurship..help(10.000)leading role inthe establishment oftheir projectsbefore the end of2015entrepreneursto keep pace withdevelopmentsin the field ofentrepreneurship.
    He saidthat thefunding requeststhat have been approvedby thefundersthrough theInstitutein 2138amounted toa requestinthe year2014,article11 778applicationsin the past year,andin1087the year before,and 113applicationsin 2007
     Theprogram(step)issaidintegrativeprogrambetweenSocial CharityFundand the SaudiCredit andSavings andEntrepreneurshipNational BusinessInstitute.Aims to empowercitizenswith limited incometoown their ownprojects.
    Andthe newoffered bythe Institute during thenext yearin 2015said that wein the new yearwill offera number of programsin the forefront(BusinessClinics), in order tomeet the challengesfaced byentrepreneursbeforeandduring the projectopeningandreduceratestumblepilot projectsand the development ofperformance,andarethroughprogramproviding consultancy in thefinancial, marketing, technical and legal, legislative andregulatoryaspects.
    Culture
    The Chairman ofthe Board ofManagementEntrepreneurshipAssociation, Dr. AhmedAchammemarisaid during the meetingthat the Assembly, which was foundedin 2008,aims tospread the culture ofentrepreneurshipand workon thedevelopment ofthought and practiceof self-employmentfor allbeneficiariesacross theUKthroughfivecommitteesvoluntary.
    The Assembly alsoaims to enhancethe appliedmethodin university educationand to supportthe shift towardsproducingscientific programs,and strengthen cooperationand partnership with thepublic and private sectorsin variousfieldsandServicesAssociation,creativity, innovationand entrepreneurshipto builda distinctgenerationof themen ofthe futurework,andcontribute to alegislative environmentto supportinstallationsemergingentrepreneurs,and to facilitatenetworkingamongthose interested inentrepreneurshipat the local andglobal level.
    He saidthat there areseveral activitiesoffered bythe Assembly, such asauthoringandtranslation ofthe most importantpublicationsandmodern booksand the issuance ofthe methodology andeducationalbooksthat benefitthe entrepreneur, including themonthlynewsletterof theAssociationas well asto the authorshipguidelinesversions, training andrehabilitation,and the holding ofconferences and seminarsthat discussthe reality ofthe sectorandthe mechanics ofthe development ofentrepreneurs,and to provideinformation throughstudies and consultations,and finallyprovide advice andguidance.

    Weakness
    In a paperpresented by theAssistantDirector-General forsmall andmedium-sized enterprisesSaudi Creditand SavingsGhaziAl-Shahranientitled (lookforthe case ofsmall enterprisessectorand the suggested solutionsstressed that
    50% of the bank-oriented tasksfor the development ofsmall enterprisessector through:providing financial servicesfor small businessesandcomplementaryand coordinatedcarefor thesmall enterprisessector.
    He explained thatthere are 4head ofthe systempointsto causeobstruction ofthe smalland emergingenterprisesgrowthfirst is:the lack ofa comprehensivesmalland emergingenterprisesanda national plan,this is whatexplainsthe need to identifythe strategic directionof the policies ofthe government andits schemeof massfor the development ofsmalland emergingenterprises,and non-alignment ofthe goals ofdevelopmentsmalland emergingenterpriseswith national prioritiesclearly(eg,lack ofidentification of prioritysectorsto befocused onthedevelopment of small andemergingenterprises).
    The secondpoint isthe lack ofa comprehensive framework forthe coordination ofsmall businesssoftware includes aset of specificgoalsand influencethe measured,and this is whatleads to theweakness ofthe central coordinationof basicinitiatives presentedso as not totakeanyhandthe responsibility ofthe central coordinationand monitoringof progress,in addition to thelack ofdefinition of rolesand responsibilitiesentrustedto the parties concerned(for example,ministries),the difficulty of obtaininginformationand comprehensivedatato monitorthe impact achieved(eg,lack ofa standarddefinition),the large number ofburdensomeregulatory procedures(eg,the lack ofa "comprehensiveservicescenter"to meetsmall businessneeds).
